Supreme Court, Hongkong

27 JUL 08

{

Sir,

9th. June, 1908.

I am glad to learn from Your Excellency's

letter of 5th. June, which I have the honour to acknowledge,

that Your Excellency has decided to act on my recommendation

that an addition to the staff of the Official Receiver in bank-

-ruptcy is necessary. I feel certain that Mr. A. G. M. Fletcher

will prove a most capable officer should he undergo some preli-

-minary training at the Board of Trade in London. It will how-

"ever be necessary that both Mr. Fletcher and the Chief of the

Department of the Board of Trade to whose care he may be comit-

-ted that the Court here is constituted on the lines of the old

Bankruptcy Court in England and that there is nothing in the

Colony at all corresponding with the Board of Trade control.

The control of all bankruptcy matters is in the Court of Bank-

-ruptcy.

2.

I observe that Your Excellency proposes to

make the new appointment Assistant Official Receiver in Bank-

-ruptcy. This I presume will not interfere with Mr. Wakeman's

position as Official Receiver, and that Mr. Fletcher will work

under his supervision. The result of this will be that the per-

-manent officer will be second in command, the senior officer

dividing his time between the Bankruptcy Office and the Land

Office. I should have preferred the senior being the permanent

officer; but Your Excellency has probably been influenced by

questions of finance in coming to this decision, and I there-

-fore do not think it necessary to do more than refer to the

matter.

His Excellency

Sir Frederick Lugard, K.C.M.G., Governor of Hongkong.

I have etc.,

(sd.) F. T. Piggott,

Chief Justice.
